This bug came with Catalina and hasn’t been fixed. Workaround for adding multiple keywords: Open the ‘info’ window of a photo, place cursor in the Keywords field, click Window > Keyword Manager, and select from the previously used keywords (or add new ones via Edit Keywords). Clumsy and less intuitive than direct, comma-separated entry, but works.
